Starter shingle or not?

hello

we have two shingles by the edge of of our roof on our tri level that are worn with a little bit of exposed wood. Should a starter shingle be used to replace the two tabs or just go with new arch type shingle on top of some new felt paper.

Post a pic as I can’t 100% understand what you are describing.

I suspect they have 3-tabs and the starters were installed wrong with the starter seam exposed in a cut out.
